Στα εσωτερικά ζητήματα της Γηραιάς Αλβιώνας, το 1867 θεσπίστηκε ένας νέος νόμος για τη διεύρυνση του εκλογικού σώματος, ώστε να ικανοποιηθεί η έντονη απαίτηση των ριζοσπαστών σοσιαλιστών και των εργατών. Ακολούθως καθιερώθηκε η υποχρεωτική Πρωτοβάθμια Εκπαίδευση για όλους τους Βρετανούς, η οποία πλέον θα ελεγχόταν από το κράτος και όχι από την Εκκλησία (1870). Το σκεπτικό για την επιβολή της υποχρεωτικής βασικής εκπαίδευσης των Βρετανών ήταν ότι, εφόσον το εκλογικό σώμα είχε διευρυνθεί, δεν έπρεπε να παραμείνει αμόρφωτο, ώστε να μη χειραγωγείται εύκολα από τους δημαγωγούς πολιτικούς.
